South Carolina Gov. Mark Sanford is likely to sign a law this week containing stiffer penalties based on how much alcohol drunken drivers have in their systems and how many times they’ve been convicted. The law also would close loopholes that allowed DUI suspects to avoid prosecution, and it would double to six months the license suspension for drivers who refuse a breath test.
